Only if they use electronics or something advanced; otherwise it's steampunk.

If the dragons are really age-old cosmic monstrosities that lie slumbering for forgotten eons, it's horror.

And if the dragons are tarted up and the danger factor is used to make them sexy, it's paranormal romance.
